From WJLA Channel 7 in Washington, DC, here's a "Target 7" report on X-rays and the risk they contain as reported by consumer editor Roberta Baskin. The report is introduced by David Shoumacher (a former CBS News correspondent).

Shots of X-rays in operation, followed by an interview with John Villforth, Director of Radiological Health at th Food and Drug Administration; the risk of cancer from radiation from X-rays can show up anywhere from 10 to 30 years from exposure, which is why states have inspection programs, but inspectors are outnumbered 3,000 to 1 by such machines, as detailed by Maryland radiation control physicist Hans Scheltema. Inspectors from Maryland, Virginia and DC are followed in their work; over 11,000 out of nearly 12,000 machines in Maryland are uninspected, a Maryland orthodontist who swore his violations were corrected was, in fact, lying, and another facility's protocols are corrected on the spot. In Virginia, only 800 out of 7,000 X-ray machines were inspected, with pertinent comments by Virginia's radiological health director Charlie Price, who acknowledges the private sector's job in inspecting is inadequate (to say the least); tours are conducted with Virginia radiation safety specialist Fred Gorisch, including a Springfield doctor with an out-of-control output; one report cited one X-ray at a dentist's office that "fired continuously and by itself." DC's inspection program is the worst, with only one inspector and less than 1% of violations found; only equipment is checked, nothing else. That lone inspector, DC health physicist Phil Sumner, goes back to one facility he'd been to in March. One inspector mentions no inspectors ever showed up at his place, which had their X-ray for 25 years, and a radiological technician speaks of taking X-rays for 12 years with nary an inspector; ditto for a dentist whose equipment was in place 6 years. On top of it, this same outfit supposed to inspect X-rays also inspects supermarket scales, more vigorously than they do X-rays. Francis Bowie (a she) of D.C. Consumer and Regulatory Affairs says what patients should do about such matters, but as Roberta says, how would they know? Then a group of physicists accompany her to do their own inspection - of places such as a Northwest chiropractor and a downtown doctor's office, and found violations aplenty (comments from Ken Weaver of "Inst. Rad. Image Sciences" are run).

Roberta then contrasts DC inspectors' one-page reports with booklets filled out by hospital staff, then gives an address for viewers to send for information on X-rays and previews the next report spotlighting cancer victims from X-ray radiation. David and Renee Poussaint then ask questions about other aspects of this issue such as fines in each jurisdiction.
